A 60 m tower by Oarai port with a 360-degree observation deck over the Pacific. The Girls und Panzer café Panzer Vor fills the 1st and 2nd floors, which are free to enter; the deck on the 3rd floor is paid.

Admission and hours for the observation deck
The deck on the 3rd floor costs about 340 yen for adults and about 170 yen for elementary and junior high students, and children under elementary age enter free. Groups of 20 or more pay 310 and about 150 yen. The tower is open from 9:00 a.m. to 6:00 p.m. and closes December 28 to 30, plus occasional maintenance days. The tower itself gives the deck height as about 55 m; tickets come from the machine at the 1st-floor entrance.
History and the marlin monument
Construction began in November 1987, and the tower opened in October 1988. The Girls und Panzer cafe opened in March 2015 on the 2nd floor, replacing an earlier cafe. The tower's guide page lists a 7 m marlin monument. It describes the sea off Oarai as a good marlin fishing ground, and a billfish tournament is held in the last week of August.
Getting there
From Mito Station, Oarai Station is about 15 minutes on the Oarai Kashima line. An Ibaraki Kotsu bus from Mito stops at Isohama Shindo, about 5 minutes on foot from the tower. By car it is about 10 minutes from the Mito-Oarai interchange, with parking in front of the tower. Free Wi-Fi is available on the 1st and 3rd floors.
