Where the statue stands and what it faces
Ozu Town gives the location as Ozu Central Park, at 1156-3 Ozu in Ozu Town, Kikuchi District. The town says the statue faces the direction of the Ozu Martial Arts Hall, where local children train in kendo, a Japanese fencing sport, and describes Zoro as watching over them.
The town explains the choice by noting that kendo is popular in Ozu and that some dojos there are among the strongest in the country. It also says the training hall was itself damaged in the earthquake, along with houses, roads, water lines and historic buildings in the old post town.
The recovery project behind it
According to the project site, the Kumamoto earthquakes struck in April 2016, and on April 17 the Kumamoto-born manga artist Eiichiro Oda sent a message promising to come help. The statues belong to the project called Straw Hat Crew "Land of Hino" Recovery, in which each crew member stands in a different town.
The town adds that a commemorative card is handed out and mini figures are sold for the Zoro statue. Details are on the project's special website, so check it before you go.
