A Luffy statue stands on the promenade of the Kumamoto Prefectural Government Office. It is the starting point of the One Piece Kumamoto Reconstruction Project, launched after the 2016 earthquakes. The creator is from Kumamoto.

Why the statue is here
The project's own site says that right after the April 2016 Kumamoto earthquakes, on April 17, the Kumamoto-born manga artist Eiichiro Oda sent a message promising to come and help. That message became the driving force behind a tie-up between the manga and the prefecture. The Luffy statue was installed on the prefectural office promenade in 2018 to mark Oda receiving the prefecture's Citizen Honor Award, and to honor his support for recovery.
The prefecture describes the statue as a symbol of reconstruction. Its page says that on November 30, 2019, one year had passed since the installation, and the prefecture marked the date with a free promenade concert by the prefectural police band and a commemorative card.
The wider Straw Hat Crew statue trail
From fiscal 2019, the project placed statues of other Straw Hat Pirates crew members in municipalities across the prefecture, which it calls Hinokuni, a nickname for Kumamoto. The project site says nine municipalities received statues over four years. The places it lists are Aso City, Minami-Aso Village, Takamori Town, Ozu Town, Mashiki Town, Nishihara Village, Kumamoto City, Mifune Town and Uto City, plus the prefectural office promenade.
The prefecture also issued a leaflet that shows where each statue stands, with each character's story and the state of the disaster areas. A digital stamp rally on the tourism site mawaru let visitors check in at the statues and collect character wallpapers.
